The Garage That Became a Hazardous Waste Site

Step 1: Is It Hazardous? Run the Four-Characteristic Test

Ignitable wastes include liquids with a flash point below 60°C (140°F)—that's your paint thinner and many solvents. But never put liquid paint in the trash—it can leak and contaminate groundwater. For oil-based paint, which is ignitable, you need a different path: take it to an HHW collection event or a facility that handles ignitable waste.
Step 4: The Universal Waste Shortcut
Now, what about those batteries and the mercury thermostat? They might qualify for the Universal Waste Rule, which eases management requirements for widely generated hazardous wastes (Indiana IDEM / HHW). The federal rule covers batteries, pesticides, mercury-containing equipment, lamps, and aerosol cans (EPA, Universal Waste). What I'd Actually Do
Here's my concrete recommendation, whether you're a homeowner or a small business owner: Don't try to be your own hazardous waste expert. Instead, do three things.
- Identify your waste using the four characteristics (ignitable, corrosive, reactive, toxic) and your generator status (VSQG, SQG, LQG).
- Check your local HHW program for household waste, or use a licensed TSDF for business waste.
- Recycle whenever possible—especially electronics, batteries, and oil.
For the homeowner with that garage stash, the safest and most responsible action is to take everything to a local HHW collection event. It's free or low-cost, and it ensures the waste is handled properly. For the small business, I'd strongly recommend hiring a reputable hazardous waste transporter and using a TSDF. Yes, it costs money, but the fines for noncompliance—and the environmental damage—are far worse. And for everyone, remember: never mix HHW with other products, because incompatible products might react, ignite, or explode, and contaminated HHW might become unrecyclable (EPA, Household Hazardous Waste). In the end, the best disposal method is the one that keeps hazardous waste out of landfills and water supplies.
